1. Regret - followed by an infinitive

It describes someone tells some bad news that you will not be happy about it.

I regret to inform you that I decided to resign from my present position.


2. Regret - followed by a gerund

It describes someone is not happy about something that he did in the past.

He regretted spending so much money on his wedding.
